What to do if port 443 is in use, and IIS is running, If your Running 2000, scroll down

If you are looking at this page, you have probably been told by the Circumventor installer program that port 443, the port number which the Circumventor uses, is already being used on your computer by another program, and that that program might be Internet Information Server (IIS).

To attempt to fix this problem, we recommend that you disable IIS if you're not using it. (If you don't know whether you're using IIS or not, then you're not using it! :) ) To do this, follow these steps:

  1. Go to: Start menu -> Settings -> Control Panel
  2. In the Control Panel window, double-click "Administrative Tools"
  3. In the "Administrative Tools" window, double-click "Services"
  4. In the list of Services, find "World Wide Web Publishing", right-click it and pick "Properties".
  5. In the Properties box, change "Startup type" to "Disabled".
  6. In the Properties box, click the "Stop" button to stop the service.
Now that IIS has been stopped and disabled, run SETUP.BAT again. If it turns out that IIS was the program that was using port 443, then now that IIS has been stopped, you won't receive the error message about port 443 again. On the other hand, if it was some other program that was using port 443, you'll receive a different error message, and you will be taken to a page explaining how to fix that problem.

If your running 2000

If you are looking at this page, you have probably been told by the Circumventor installer program that port 443, the port number which the Circumventor uses, is already being used on your computer by another program, and you are running Windows 2000.

Unfortunately, Windows 2000 does not provide a built-in way to determine which program is using port 443. All that it can tell you is that port 443 is being used.

In order to find out what program is using port 443, download a program called TCPView from Sysinternals:

Run TCPView, go to the "Options" menu and turn off the "Resolve addresses" option. Then look for a line in the TCPView output which lists "443" as the port number in the "Local Address" column, and says "LISTENING" in the "State" column, as in the following picture:

Once you've found the culprit, the program name should be listed in the left-hand column under "Process". This is the program currently using port 443, and the program that you'll need to disable if you want to install the Circumventor. Once you've disabled that program, run SETUP.BAT again.
